The establishment of a <a href="http://en.wikipedia.org/wiki/Metropolitan_Police_Service#History" rel="nofollow">regular police force</a> was an attempt to reform that and eventually was supposed to provide equal police protection to anyone, regardless of whether they paid a fee or not.
