		<description>Looking at the cartoon again, I *think* it's actually from 1934 and is *about* 1936 when from what one person posted on YouTube, a Naval Treaty was set to expire.  I'll have to look it up in my books. Also, from YouTube, one person wrote that the first banner reads "Surrender the Island". 

A fascinating piece of historical animation with politics.</description>
