I saw an article with a quote from a tourist in New Orleans, complaining about the looting and commenting that she thought the city was "better" than that.  I'm guessing some of the people who stayed did not have the means to evacuate.  Their houses are now a slab of concrete under a couple feet of water.  While I'm not condoning looting, when it's food and clothing that is ruined as far as sale, and someone's survival, people will do what they have to.

Yes, the man has soda.  Did he bypass the bottled water?</description>
