Mutleys: Mutleys are the morons that slow down to ten miles an hour slower than the speed limit when they see a police car in the mistaken belief that the officer will pull them over and give them a medal as a reward for driving so slow. It has never happened to them yet, but they know someday their moment of glory will come if they just keep slowing down.
